The "Limit of Formaldehyde Emission From Wood-based Panels And Their Products for Interior Decoration And Renovation Materials" Has Been Officially Released

According to the Announcement of the National Standards of the People's Republic of China (No. 12 of 2025), "Announcement on the Approval and Release of 28 Mandatory National Standards Including 'Safety Color and Safety Mark'", The mandatory national standard GB 18580-2025 "Limit of Formaldehyde Emission from Wood-based Panels and Their Products for Interior Decoration and Renovation Materials" was officially released by the State Administration for Market Regulation and the Standardization Administration of the People's Republic of China on May 30, 2025. The implementation date of the standard is June 1, 2026. 

This standard was proposed and managed by the National Forestry and Grassland Administration, and was revised by the National Technical Committee for Standardization of Wood-based Panels. It was jointly developed by the Wood Industry Research Institute of the Chinese Academy of Forestry and several domestic research institutes, universities, quality inspection institutions and enterprises specializing in wood-based panels and their products. 

This standard is an important one for regulating the environmental protection requirements of the artificial board and its products industry, guiding the green development of the artificial board industry, and protecting the health of consumers. It is also an important national standard in the "Work Plan for Promoting High-Quality Economic Development through Standard Upgrading" issued by The General Office of the State Council in March 2024 and the "Action Plan for Driving Equipment Renewal and Trade-in of Consumer Goods through Standard Upgrading" issued by the State Administration for Market Regulation and others. Artificial boards and their products are the most important interior decoration and renovation materials as well as household items. Their main products include various types of artificial boards, wooden floors, wooden doors, wooden wall panels, etc.

The main technical content changes of the GB 18580-2025 standard and the GB 18580-2017 version are as follows: First, the formaldehyde emission limit requirements for artificial board products have been raised. The new standard stipulates that the formaldehyde emission limit of artificial board products should meet the E1 grade (limit value ≤ 0.124mg /m ³) requirement, and the formaldehyde emission limit of artificial board products should meet the E0 grade (limit value ≤ 0.050mg /m ³) requirement. The new standard has significantly raised the environmental performance requirements for artificial board products, effectively protecting consumers' health. 

Second, the terms and definitions of artificial boards and artificial board products have been added, and the applicable scope of E1 grade and E0 grade products has been clarified. Among them, the E1 grade product - artificial board is a type of board made mainly from wood or non-wood plant fiber materials, processed into various material units, with (or without) adhesives and other additives applied. It mainly includes plywood, particleboard, fiberboard, blockboard, etc. E0 grade products - wood-based panel products are products processed mainly from wood-based panels, mainly including decorative wood-based panels, wood-based molded products, wood-based wall panels, wood-based floors, wood-based doors, wood-based molasses, wood-based stairs, wood-based home components, etc. 

Thirdly, it has shortened the time for formaldehyde detection in samples, solving the problem of long formaldehyde detection cycles. Compared with the old standard, the new standard has shortened the testing cycle by at least five days, significantly enhancing the timeliness and convenience of formaldehyde emission detection. The mandatory national standard GB 18580-2025 "Limit of Formaldehyde Emission from Wood-based Panels and Their Products for Interior Decoration and Renovation Materials" is an important standard for evaluating the environmental performance of products and is widely used in government quality supervision, enterprise production and trade, quality inspection institutions' testing and other aspects. The release and implementation of the new standard is of great significance: Firstly, the formaldehyde emission of artificial board products should meet the E0 grade requirement, which greatly enhances the mandatory formaldehyde limit requirement, effectively improves indoor environmental quality, fully protects consumer health, and effectively supports the national consumer goods trade-in program. Thirdly, it shortens the formaldehyde testing cycle, effectively reducing the economic and time costs of formaldehyde emission testing for enterprises and quality inspection institutions
